If it is mandatory it is a tax.
President Obama is still trying to convince you that providing health care to everyone isn’t going to increase the burden on you. His latest claim is that fining people who don’t want to buy health care isn’t a tax.

He then uses the example of Auto insurance as how no one has complained about it being a mandatory tax on people. He apparently doesn’t realize that Auto insurance isn’t mandatory for everyone. Just those who wish to drive. Even then there are many who drive without insurance.
The better comparison for the mandatory Health insurance requirement would be Income taxes, Social Security taxes or Medicare taxes that everyone has to pay regardless if they use it or not.
Either way you look at it. If it is mandatory, it is a tax.
